If you go into the software, click on Data/Applications > Miscellaneous > Create Web Certification. This will allow all tenants with an upcoming certification to be able to submit a web certification. Alternatively, you could select one tenant and just make the certification date for the current date. The Online Certifications button is hidden on the tenant portal unless the conditions are met for a current web certification.
